   In other words, use the PATH_INFO variable to express context.

FWIW, this would be the effect of my proposed "base_uri path_info"
directive.  It has the nice feature that the enclosing document can
direct the map to a location *other* than its own --- a subdirectory,
for instance --- if that's appropriate.  Also, it doesn't rely on
the browser to get Referer: right, which may make it a little less
flaky (if my worries on that score are, in fact, justified).
