Here's mail from the guy who wrote access_count which is used on the 
Apache pages, and we had talked about embedding into Apache as a new CGI 
variable/SSI option.  I like the idea, but I'm thinking now I'd rather 
have the access times stored as a DBM file instead of flat file so it 
could scalably be used across the board, and to put it in apache it'd 
have to be rewritten anyways.  What do thers think?

     You can redistribute the code, but it still is controlled by the 
Harris copyright imbedded in the source code.  People can use it for any sort
of server they want, but they can't sell that code or any product based 
upon that code.
