I'm hoping the spec would discourage it, as it's intended for being able 
to track a visit after the fact (leaving better means for maintaining 
state), but I would also think any state-maintaining functionality would 
be done almost entirely via CGI scripts, so we don't have to worry about 
that as a special case methinks....
