I think we'd all like details on how this FTP server knows an IP packet 
is coming from a US machine or from a non-US machine.  DNS?  Yeah right.

After all, if it was by HTTP all I'd have to do is set my proxy server to 
www-c3.proxy.aol.com for example.....

Let's not let the NSA think that controlling source code is really all 
that easy.  Or think that we think they're stupid (hint, they're not).
