I think we'd all like details on how this FTP server knows an IP packet 
is coming from a US machine or from a non-US machine.  DNS?  Yeah right.

After all, if it was by HTTP all I'd have to do is set my proxy server to for example.....

Let's not let the NSA think that controlling source code is really all 
that easy.  Or think that we think they're stupid (hint, they're not).
