The single BIGGEST issue, in my mind, for a proper release is

<font size=12>DOCUMENTATION</font>

We simply have to have the /apache/ directory in top shape or no one's 
going to take it seriously, or worse, all of us are going to get a flood 
of email about how-to-do-this-or-that.  We should point people to 
hoohoo.ncsa when appropriate, but given that there could be 
incompatibilities with 1.4 (custom logging and group annotation support 
for example), we might have to do a lot of our own documentation for 1.3 
features.

I know Randy has been doing a lot with the web pages, but I think 
everyone should help by documenting the patches they've contributed.  
Hopefully Randy can captain it from here and delegate other chores - even 
with the time crunch this week I can help out.
