The innermost BASE takes precedence (the document writer is assumed
to be more intelligent than the server ;-).

Details can be found in the Relative URL spec, available from

     http://www.ics.uci.edu/pub/ietf/uri/

but the Base: header won't be available to HTTP/1.0 clients.
