The config files in question are httpd.conf, access.conf, and srm.conf ---
the business in httpd.h serves only to provide fallbacks in case those
are grossly mangled, and in that case, it might well be better to die
with an intelligible error message anyway.  I really do agree that it
would be a mistake to put them in the Makefile.  I'm not a fan of compile-
time configuration generally, when there's a reasonable alternative, and
that certainly applies to these directives.
