It had to read this a time or two to figure out that the ORs were in upper
case to emphasize the correct operator bindings.  :)  Might I suggest a
tabular notation like what Greg gave?  Something like this:

#  Include an Expat implementation into Apache for use by
#  the modules.  James Clark's Expat package (expat-lite)
#  is bundled with Apache for the convenience of our users.
#  RULE_EXPAT determines whether the bundled expat-lite or
#  a system Expat library or neither will be used:
