This is just a wild guess, but you may want to see if
SO_UPDATE_ACCEPT_CONTEXT hurt performance noticeably.  If so, then the
prior performance was at the expense of lingering close not working
properly.  It is possible that Microsoft has a different way to do the
right thing with lingering close without requiring
SO_UPDATE_ACCEPT_CONTEXT.
