Eek, okay, I deserve that.  My defense:

1) It's entirely in one module, mod_cern_meta.c, and not a part of the
core, and with the author's name very firmly planted in the source code
in case there are problems.

2) I had thought we identified the non-toggle-ability of mod_cern_meta.c
(if it's compiled in, it's turned on) as a problem that needed to be fixed
before we could consider making it a part of binary distributions. 

3) There is a significant change in the config directives, since it's now
configurable per-directory instead of just per-server, and thus it seemed
wise to get this in pre-1.1 so that we don't have to backwards-support the
old format into eternity.

If anyone wants to veto the commit, I will gladly roll it back, but I was
hoping to build 1.1-final tonight so we could start making binary builds.
I would have done that yesterday but I came down with a nasty head cold
which I'm still suffering somewhat from, ugh :(
