The above code is ASP not ASP.NET.

Search the internet for ASP.NET 
database examples in VB.NET.

Then try again with mod_aspdotnet.

By the way, Apache can run the above
code but not written like the above ASP
example. 

You need to use CGI and Windows Scripting.
