  Using AddFilter deflate after loading mod_deflate into httpd accomplishes
  exactly what you want to do.

  On the point of your report, I suspect they are using the HttpFilter API
  which we haven't tested/supported.  mod_aspdotnet implements the HttpRequest  API.
