I think any complete content filter ends up with 99% the same code +/- ten
different bugs. :(

Metadata buckets *should* always be length=0 I think, though I'm not sure
that's an API contract anywhere.  Anyway it's easy to side-step that.

You're definitely right we should handle FLUSH.  Another iteration here...
