During our process, we are adding new virtual hosts with SSL certificates to
the /etc/apache2/sites-available (and enabling them), then doing a reload
(/etc/init.d/apache2 reload - Which translates into graceful).

Using `apache2ctl -k graceful` does not affect this. The issue still happens.

We are also modifying the files within the /var/www/sites folder
(DocumentRoot).

This issue _only_ happens on http2, using apache 2.4.20 with http2 module
disabled works as expected with no code changes.
