I see this as an access issue and made the link to avoid that kind of problem.
Getting an absolute path (which foo) works - - sometimes - - again because of
access outside the docroot.

I have 100's of php running under Apache, it's just the pipe->exim that is
strange.

I even suck in webpages using pipe->page.phtml easily.

Saw elsewhere an issue of Apache taking the Exim port (perhaps conversely).
I think this is close to the beginning of understanding the issue.
