There seems to be a problem with graceful restarts and piped logging using
rotatelogs and long running requests.

Rotatelogs sometimes does not get killed and "dead" rotatelogs processes add up
as you do further graceful restarts.

Should be easy to reproduce:

1. setup your apache using rotatelogs for request logging + enable keepalive
2. do sth like while true; do apachectl graceful; done
3. use apachebench with keepalive enabled so generate some requests
4. watch number of rotatelogs processes

There already was a similar bug
(https://issues.apache.org/bugzilla/show_bug.cgi?id=26467). Maybe it's a
regression?
