Subject [Bug 53886] New: can't start apache control in Redhat Linux 3 X64

I downloaded the apache 2.4.3 release, and trying to build it on RH3 X64, 

If I build apache 2.4.3 release source file in RH3 X64,  the configure, make
,make install runs normally without any errors, but when I tried to start
apache control binary , it always complains below issue:

but I could build successfully on RH4, RH5 X64, here is the configure command I
used.

./configure --prefix=/usr/local/apache --with-pcre=/usr/local/pcre
--enable-proxy --enable-proxy-http --enable-proxy-balancer --enable-dav
--enable-rewrite --enable-so --enable-http --enable-expires --enable-headers
--enable-mods=deflate_module --with-susexec --disable-info
--without-berkeley-db --enable-dav=shared --enable-dav-lock=shared
--with-included-apr --enable-cache --enable-cache=shared --enable-disk-cache
--enable-disk-cache=shared --with-expat=builtin --without-pgsql

all the library should be in place, or the configure should be failed,make,make
install either. so I believe it is a bug.
