Disregard my last comment; I was looking at the wrong configuration file.

SERVERDOMAIN and SERVERNAME must also be set if you set SERVERADMIN.  This is
apparent from when you install httpd interactively.  I verified that
SERVERADMIN is properly set when SERVERDOMAIN and SERVERNAME are also set:
> msiexec /i httpd-2.2.22-win32-x86-no_ssl.msi /quiet SERVERADMIN=foo@example.com SERVERDOMAIN=example.com
SERVERNAME=bar
