It's an absolute path, even on Windows. On Windows, "/" means "the root of whatever drive your ServerRoot is on", while you need to specify the drive letter "D:/" when you mean "a different drive from my ServerRoot." As for ServerRoot, if you don't specify it in the configuration file, it defaults to what was provided at build time, if anything, or to the per-platform default value. In the case of Windows, this is C:/apache2 I'll take a look at the docs referred to, but what you are describing seems to be completely consistent with the documentation you are quoting.
