No.

mod_filter in 2.2 used its own argument parsing.  It's one of many modules to
do something similar.

The trunk version is different: it uses the (new) common expression parser. 
More power, less work for developers to do (because it's now shared).  But it
means the 2.2 docs you just misinterpreted don't apply (trunk docs differ), and
it seems to have led to have led to the introduction of this bug.

I'll take a look ... should be able to fix it :)
