Changing to docs/enhancement.

Often compiled-in defaults are used in the absence of explicit configuration. 
Sometimes it's not clear that the "Default" values for a directive are based on
how you build or the platform.

Discussion about figuring out how all this works belongs on 
users@httpd.apache.org, not in bugzilla.

If you think there's a[nother] bug, go ahead and open it. If you're not sure,
discuss it on the mailing list first.
