Yea, limit and limitexcept are scary beasts which I proposed to eliminate/
replace with more thorough functionality (and was shot down on the proposal).

But you have to understand the order of operations which were CLEARLY
documented

  process <Location... (depth order)
  process <LocationMatch... (conf order)
  process <Directory... (depth order)
  process <DirectoryMatch... (conf order)
  process <Files... (conf order?)
  process <FilesMatch... (conf order)
  process <Location... (depth order)
  process <LocationMatch... (conf order)

So locationmatch overrides EVERYTHING by design
