Per last few comments, this is still a problem.

Comment 39 puts it well:

> I think mod_rewrite should not reencode unless I tell it
> to, or at the very least, let me tell it not to.

Until the "let me tell it not to" is implemented, this needs to stay open.

I'm running across this double-encoding problem on a proxied Perl app.
