A CGI query of the form cgiscript?foo+b*r results in two command line arguments
being passed to the CGI script, "foo", and "b\*r".  The former is correct, the
latter should be "b*r".  The following CGI script demonstrates this:

#!/bin/sh
echo Content-Type: text/plain
echo
echo "$@"

I have tested this with other (non-shell) languages as well and had the same
result.
