patch with new debug msg

If mod_mem_cache is caching a streaming (chunked) response, and the size
eventually exceeds MCacheMaxStreamingBuffer, the only thing logged is a debug
message:

[Fri Jul 16 10:27:00 2010] [debug] mod_cache.c(391): (12)Cannot allocate
memory: cache: Cache provider's store_body failed!

In the non-streaming case, where the size is known up-front and compared to
min/max object size, the message is more explicit.  

I'd like to add another debug message like:


[Fri Jul 16 10:27:00 2010] [debug] mod_mem_cache.c(825): mem_cache: URL
http://localhost:80/bigfile? failed the MCacheMaxStreamingBuffer (100000) check
and will not be cached.

(mem_cache is not in trunk and did not want to jump straight to STATUS)
