I can reproduce this bug on your server:
POST / HTTP/1.0
Host: webthing.com
Content-Length: -10000000

HTTP/1.1 413 Request Entity Too Large
Date: Sun, 24 Jan 2010 22:41:50 GMT
Server: Apache/2.2.9 (Unix) DAV/2 SVN/1.4.6
