Patch for modules/ftp/ftp_commands.c

FTP RETR return '550 No such file or directory' after starting file transfer if
client request file with relative path name.

Followings are example of this failure. The first request success with
fully-qualified path name, and the second one fail with relative path name.

> ftp> get /pub/NetBSD/README README
> local: README remote: /pub/NetBSD/README
> 229 Entering Extended Passive Mode (|||53956|)
> 150 Opening BINARY mode data connection for /pub/NetBSD/README
> 100% |*************************************|  1729      53.19 KB/s    00:00    
> 226 Transfer complete.
> 1729 bytes received in 00:00 (49.79 KB/s)
> ftp> get pub/NetBSD/README README
> local: README remote: pub/NetBSD/README
> 229 Entering Extended Passive Mode (|||53964|)
> 150 Opening BINARY mode data connection for pub/NetBSD/README
>   0% |                                     |     0       0.00 KB/s    --:-- ETA
> 550 pub/NetBSD/README: No such file or directory
