According to RFC 4918 (section 9.7), PUTting a file into a nonexisting folder
must fail:

"A PUT that would result in the creation of a resource without an appropriately
scoped parent collection MUST fail with a 409 (Conflict)."

Creating folders can be done using MKCOL.
