mod_rewrite does not escape '&' in query strings, since it's used as a
separator, but it does escape ';' when used in the same context.

The W3C HTML 4.01 specification recommends in:
<http://www.w3.org/TR/1999/REC-html401-19991224/appendix/notes.html#h-B.2.2>
to allow the use of ';' in place of '&'.

mod_rewrite should follow suit.

Example:

With this rule:
RewriteRule ^.*$ http://new\.domain\.com%{REQUEST_URI} [R=301]

got    : http://old.domain.com/foo?a=1&b=2
rewrote: http://new.domain.com/foo?a=1&b=2

got    : http://old.domain.com/foo?a=1;b=2
rewrote: http://new.domain.com/foo?a=1%3bb=2

Using the 'noescape' flag prevents the ';' from being escaped, but it should
not be necessary to specify it.
