In 2.2.8, the following RewriteRule works correctly:
RewriteRule ^/(.*)$ http://domain.com/foo?foo=bar
[proxy,noescape,last,qsappend]

In 2.2.9, when the request is proxied, the query parameters are stripped, and
the foo=bar portion disappears. Also, all GET parameters passed in by the HTTP
client disappear as well.

To reiterate: this code has worked in apache versions up to 2.2.8. In 2.2.9
something changed. This bug is severe, and makes mod_rewrite completely
unusable.
