You bind resources (threads / processes) to connections on which nothing may
happen for this time. So this

1. might require you to increase maximum number of clients.
2. increase the possibility for simple DoS attacks.

See my previous post. IE + SSL + keepalive is a long known troublemaker and its
an IE bug that causes this.
