I'm getting the same problem during 'make install':

/opt/gnu/bin/install -c -m 644 build/apr_rules.out
/opt/gnu/bin/install -c -m 755 apr-config.out

Making install in apr-util

But I can only reproduce it on one of our three SunOS 5.8 Apache servers when
installing 2.2.9.  It's baffling since the OS and environment are close to
identical.  2.2.8 does not have the same problem on any server.
