There are no hooks into the set of mimetypes for which mod_charset_lite is
willing to do translations, and its configuration mechanism doesn't allow the
usual suspects to manipulate when the filter does any effective work.

A new CharsetOption should allow administrators to force mod_charset_lite to
perform translation without regard for mimetype (per-dir)
