This is expected behaviour.  You can implement a custom 403 response using 

  SSLVerifyClient optional
  SSLRequire %{SSL_CLIENT_VERIFY} eq "SUCCESS"

and a CGI ErrorDocument which uses the SSL_* env vars; see the mod_ssl reference
docs.
