r609366 applied to Apache 2.2.7 works as expected.

Windows-service, command-line, and single-process (-X) all run mod_perl OK with
this change.

Command-line startup with no console also works OK - e.g. "START /B httpd.exe"
or Apache started via CreateProcess(...DETACHED_PROCESS...).
