rotatelog processes are vastly improved in 2.2.7/2.0.62, however...

The parent creates piped log processes and holds them open.

The child creates piped log processes of it's own.

This is normal and expected behavior at this time, as win32 does not have
a usable fork() implementation that would interoperate with win32 modules.
