If a config is created specifying that access should be restricted to group
members only, and the group does not exist (as opposed to the user is not a
member of the group), access is denied (correctly), however the following
misleading error messsage is generated:

[Tue Nov 27 16:47:08 2007] [error] [client 172.18.132.87] access to
/repos/fo/suzuka failed, reason: require directives present and no Authoritative
handler.

It looks like mod_authnz_ldap is declining the request when the ldap-group does
not exist, instead of rejecting the request outright, triggering the "catch all"
warning behaviour in mod_authz_default.c.
