The conf.d handling is inconsistant in 3 ways:
1) httpd.conf says "any files which are named "[0-9]*.conf" will be loaded "
2) The readme in that directory says "(i.e. files which match the glob pattern
"[a-zA-Z0-9]*.conf")"
3) The code handles it yet differently -- that readme file must be moved out
of that directory or apache will attempt to parse it and fail.
