Works for me:

 </Location>

## cgi:
#!/usr/bin/env ruby
puts "Content-Type: text/html"
puts
puts "woooga"


It seems likely that you don't have mod_cgi loaded, or you didn't correctly set the cgi handler.
Then again 
it seems likely you won't read this message, given the age of the PR :-)
