Subject DO NOT REPLY [Bug 42605] - HTTPS-URL with special-port requesting a directory (without trailing slash) is rewritten to HTTPS-URL requesting a directory with trailing slash, BUT the specified port is missing

Reading the information for mod_dir the problem seems more to be a problem of
the mod_dir -module: 
<quote>Typically if a user requests a resource without a trailing slash, which
points to a directory, mod_dir redirects him to the same resource, but with
trailing slash for some good reasons</quote>
The resource is changed.....
