Can you provide, your configuration information. I could not reproduce your
problem exactly?

But certainly I was able to reproduce a similar problem.

I configured two virtual host, one for my host IP and another for loopback
interface.


Listen lbasantk3:4024
Listen localhost:4025

DocumentRoot "/disk/apache/bug35981/apache2/htdocs"
VirtualDocumentRoot "/disk/apache/bug35981/apache2/htdocs/%0"
#ErrorDocument 404 /internal/notfound.html

<VirtualHost localhost:4024>
   ServerName testHost1
   DocumentRoot "/disk/apache/bug35981/apache2/htdocs"
   ErrorDocument 404 /internal/notfound.html
</VirtualHost>

<VirtualHost lbasantk3:4025>
   ServerName testHost2
   DocumentRoot "/disk/apache/bug35981/apache2/htdocs"
   ErrorDocument 404 /internal/notfound.html
</VirtualHost>

Now if I don't define ErrorDocument in server level then ErrorDocument in
VirtualHost is totally ignored. ErrorDocument is never displayed. However if I
set the ErrorDocument in server level then both works correctly.

If I try to set different ErrorDocument for virtualhost, it is ignored
totally e.g in.
<VirtualHost lbasantk3:4025>
   ServerName testHost2
   DocumentRoot "/disk/apache/bug35981/apache2/htdocs"
   ErrorDocument 404 /internal1/notfound.html
</VirtualHost>

As far as my experiments shows, I am able to set ErrorDocument differently for
different virtual hosts in separate configuration which is not using
mod_vhost_alias
