The same problem (rotatelogs.exe not terminated when httpd is stopped or
restarted) is still there on 2.2.4. I have changed APR_SHELLCMD_ENV to
APR_PROGRAM_ENV in both places in log.c as suggested in #21 and it also works
for me. Among other things, the full filename of the executable has to be
specified in ErrorLog / CustomLog lines.
This used to work, but will not work anymore:
    ErrorLog "|bin/rotatelogs xxxx/logs/error_log_%Y%m%d.log 86400"
This works:
    ErrorLog "|bin/rotatelogs.exe xxxx/logs/error_log_%Y%m%d.log 86400"

Is it possible to mark this bug as OPEN and attempt to fix this for the next
release?
