There is no bug here. Satisfy only defines how Allow from / Deny from and
require directives interact together. It has nothing to do with the interaction
of multiple require directives. This is done by defining whether an Authz module
is authoritative or not and by the order of the directives. Setting 
AuthzDBMAuthoritative to off
(http://httpd.apache.org/docs/2.2/en/mod/mod_authz_dbm.html#authzdbmauthoritative)
should help in your case. Please continue further discussions on the users
mailing list (http://httpd.apache.org/lists.html#http-users) since this is not a
bug, but configuration question.
