Thank you for your attention, Nick; ...

....but .... let's say that an admin first configures Indexes as an override;
and several users declare it in their local .htaccess files; and then the admin
decides to permit or deny Indexes as a policy. The change will break all the
sites which agree with that policy.

Admins shouldn't be breaking/disabling sites which conform to [ineviatable]
policy upgrades.
