Since many many people have cgi working fine, you obviously have a configuration
problem and not a bug.  The correct place to deal with configuration problems is:
http://httpd.apache.org/userslist.html

(As far as the documentation issue, you obviously stumbled on the wrong version
of the docs.  See:
http://httpd.apache.org/docs/2.2/howto/cgi.html
for 2.2)
