That doesn't look right to me.  The proxy cache should not be in the business of
checking accept-encoding unless the origin server asks it to.

What should be happening here is that the origin server should be sending Vary:
accept-encoding if it wants the proxy cache to check this field against the
request.  I have no idea if the 1.3 cache properly handles Vary.  Modern
versions of apache httpd (2.2) certainly do.

Is the origin server in your tests sending Vary: accept-encoding?
