More current releases like Ubuntu dapper (apache/2.0.55) and Windows 2k
(apache/2.0.58 and apache/2.2.3) do not show titles of contained index.html
files in directory listing. I have only verified this problem in latest
releases, I have not compiled the HEAD sources at this time. There is no related
error information in the logs.

Last release I have tried that works as expected is 2.0.47 both Windows and
Mandrake 9.2

Options Indexes
IndexOptions FancyIndexing ScanHTMLTitles HTMLTable
...
<httpd.conf>

Note: changing the order of IndexOptions has no effect, 2.0.47 works with any
order, and new versions don't.
