This bug concerns the parsing of server side includes using mod_include. In the
following code:

<!--#echo encoding="none" var="myvar"-->

the encoding="none" attribute works correctly, but when the attributes are
shuffled, such as 

<!--#echo var="myvar" encoding="none"-->

the encoding attribute appears to have no effect.

discovered this.

I am using Apache 2.0.52 on CentOS 4.3, Linux kernel 2.6.9-34.0.1.EL.
