Josuha, that wouldn't solve the issue, FWIW.

I actually have written the same patch over and over which breaks
out arg one (the action verb) and then allows the remaining args
to be parsed in httpd command arg syntax.

E.g.

./apachectl start -d foo

doesn't work today.  With my patch, it does.

But apachectl would also have to load the proper bin/envvars that's
relative to the desired installation of apache, so your comment
doesn't actually contribute to solving the requested feature.
