If the apachectl -d option does exist, then is php just behind the times in its use of absolute
paths into 
the apache tree?  Is the infrastructure there for a module such as php to use the runtime
apache /path/to/
server/root?

Z% find /var/apache/php -type f | xargs strings -a | grep /var/apache
     52     187   33203
